City Plans Commission - Map of Salem, Massachusetts
Salem was the first city in Massachusetts to establish a City Plans Commission, which was created in April 1911. George Ashton, the City Engineer, worked with the commission to present a plan of improvements for the city that was published December 1912. This map, prepared by Harlan P. Kelsey, a landscape architect in Salem, was used by the Salem Rebuilding Commission as they made decisions regarding the redevelopment of the city after the fire.
