The tent city depicted in this image is the Forest River Camp that was situated along Salem Harbor, one of three camps set up for to provide temporary shelter for the homeless. The tents had wooden floors; as many as 11 cots could be set up in each tent, which was registered identifying the family and the occupants of each unit. Forest River Camp accomodated 1,500 people in 400 tents. Colonel Frank A. Graves, 8th Regiment, was in charge of the camp; he was assisted by militiamen from the 9th Regiment.
